Newspaperman and former West Monroe Mayor Walter Bertram Hatten died Monday . He was 96. A funeral service to celebrate his life has been set for 1 p.m. Friday at Kilpatrick Funeral Home, West Monroe. Hatten served three terms as Mayor of West Monroe, a position he filled as a Democrat from 1966 to 1978. Under his administration, the city rebuilt every street and upgraded the water and sewer systems, including the installation of the first sewage treatment plant. Hatten also worked to upgrade the West Monroe Fire and Police departments, constructed Downing Pines Industrial Park and supported the establishment of the West Ouachita Industrial Park.
